Hello, I’m new to home repairs and masonry. We are painting our house but would like to fix some chipped and rusty spots on our stucco. This is a wall that pretty much has rust consistently all across the bottom metal piece. Is this metal at the bottom a weep screed or something else? Looking for help in identifying this metal piece and how to replace it.
