Is my friend about to be scammed?

Friend offered friends or family deal from HQ cat brand dealer. Goes to see them (legit HQ) offered 10K off new car. Not arriving for 6-8 weeks.

Sounds too good to be true.

Or

Are dealers that desperate to get sales numbers up?

Has anyone else done this?

Is local Mechanic taking the mick?

Twice same garage for car service. First time collected car after major service to get at seal in awkward place. Drove home with black smoke spewing. Took back said they should have run longer to get rid of burn off

2nd time oil issue, said fixed but was slight crack in seal but didn't warrant total change yet. Next day oil leak on home garage floor so have to take back

​

Always busy garage.

They are local and well supported. Am I placing too much faith in local recommendations?

After another week without car feel very hacked off.

I hate dealing with mechanics as have to trust their word as not my forte

​

What should I say to them as feel already paid them once and didn't fix
