Suing for Personal Property Damage

Location: Colorado

My parked car was hit by someone who hit multiple vehicles and fled the scene, leaving his car behind. I did not have collision insurance and their insurance is claiming "a possible limits issue" since the accident includes damages to all vehicles. The incident happened a month ago, my vehicle is inoperable and needs to be towed/donated. My car was not worth a lot (it was a classic vehicle my husband and I had spent countless hours restoring though and could have lasted quite a few more years). It was not only sentimental but my only transportation and I need to move on to getting a new vehicle as soon as possible.

I would like to know, legally can I sell/donate the car prior to taking legal action against the driver? Do I need specific evidence other than the police report to file a claim in smalls claims court? If pursuing legal action through small claims court, what avenues can I take to get ahold of the driver?

I appreciate any insight on this selfish losers actions and how I can finally say goodbye to my dream car.

Broke and Confused

I have a full time salary job and I am broke. I am so sick of how expensive everything is. I built a budget for where I live and what I eat and everything I do and things just keep getting more expensive and I am basically earning less and less every week. I have been with my company for 10 years and 2 years ago they just stopped doing bonuses, stopped doing cost of living raises and haven't communicated anything to anyone about it. Everything keeps getting more expensive and I work the same amount of hours and do my job WELL, above and beyond for 10 years and I am still stressed THREE days after I get paid. This is so STUPID. I am beyond frustrated with the state of the world, the way that everyone at the top always wants more and more and they squeeze the people at the bottom to have it. I have a comfortable home and I can still eat so I consider myself lucky but how pathetic of a low bar is that? People can't eat, they have nowhere to go and there are people with ISLANDS, yachts, renting cities for weddings, and I can't even afford a vacation. Plane tickets are too expensive, I can't get another credit card and I am so sick of waking up every day and having to think about MONEY. I am fully maxed out on my capacity to care about anyone that was even remotely responsible for the mess we're in. I just want to be able to live a life. RENT IS TOO DAMN HIGH.
