BBS02 barely turning, humming, then cuts out. Controller heats up regardless. No error messages. Any advice?

My brother in law rode this thing hard up a mountain, then dunked it in a cold puddle when he noticed the motor housing was "super hot". Now this is happening. Do I just need a new controller? Thanks a million for any help.
