Idea for Absolute Ghost Maker
Absolute Ghost Maker is Thomas Wayne.
Thomas Wayne is resurrected by Jack Grimm using one of his secret Lazarus Pits. Then, Scarecrow sends him absolutely INSANE with trauma. Then they brainwash him into hating the Batman, because the Batman works in a destructive manner and is not a good precedent for society in general.
However, Thomas still believes that all of humanity, including Batman, can be saved. Grimm sends him on a Global Training Arc under the guise of Minh Khoa Khan, and Thomas visits ancient monks, warriors, teachers...
Returns to Gotham, not just as a vigilante, but as a businessman-doctor-professor-engineer... All roles into one. He strongly believes that city-building is an art, and so Grimm makes him the shadow manager of JK Industries.
Then Batman fights Ghost-Maker. Slowly, Ghost Maker realises that Grimm is evil and a psychopath. Thomas' memories return. Thomas allies with Bruce.
Finally, Thomas leaves Gotham for a new journey, this time... To create Batman Incorporated

EDIT : OKAY OKAY so u guys say that having Thomas Wayne as GM is a bad idea... So remove him and replace him with a random asian kid like in mainline comics. What about then?
