I just found this in a safe in the Red Rocket Mega Stop, I can’t grab it cause it’s like a random drop item I know but, in a safe? How?

Random bedroom encounter, it grabs the pokeball and then it keeps it. What should I do?
The game bug cause the pokeball it’s still there so it won’t let me throw another one. It doesnt want to enter the pokeball!
