Does anyone have any advice on how to get this ivy under control? It is growing on the other side of the fence so can’t get to the source of it. I tried to speak to the property owner about dealing with it, but she is elderly and I couldn’t get her to understand there was any problem. I’ve cut it back on my side many times but it grows back so fast.

One of my kids found this while we were fossil hunting in Dorset. Sorry for the lack of a banana to help with scale, but it’s just a bit larger than my thumb nail. My kids are very curious about what this could be, so any help identifying it is very much appreciated.
