What’s this thing?

Its really heavy and has some form of levers that I think should move but they are rusted stuck. Found in my daddy’s garage, may have been my grandfather’s. I think it may be a specialty splitting axe

My grandma gave me my late great grandfather’s old lighter but I dosnt have a insert, I think it has been a fluid lighter, anyway I can make my own insert or does some one know where to find an insert that fits? Just some info on the case, its made from silver, its is marked white XI inside the lid, it has a date 1-10-21 which would mean that it’s over a hundred years old
