Which college is the best for Btech CSE,

I am planning to stay only in Vadodara, so these two are the only good options I have , I have heard negative about both but can't decide.

MSU is another option, but ACPC rank hasn't came out yet, and I don't think I will be elligible for it as I scored 40 in GUJcet.
