How to get Ziply into Neighborhood?

I live in Bothell / Mill Creek area in WA state. Our neighborhood was built by a small builder about 8 years ago. The builders made an exclusive deal with Xfinity to lay all the infrastructure for home internet when the neighborhood was being built (don't know if it is legal or not). And now 8 years in, Xfinity is just ripping everyone off by charging more than $200 for home internet, TV and security. For example, I have 1.2 Gig Internet speed, basic channels and security and I am paying about $225/month which is more than $2500/year. And the service is very bad, as we experience outages at least once every 2-3 months.

Some of the homeowners in the neighborhood have reached out to Ziply on and off to see if we can get Ziply into the community. We have been told every time that the cost to bring in the services would be more than what Ziply would make from all of the 16 homes. Since it’s only 16 homes, it’s going to be hard or impossible to get each household to shell out 10’s of $1000’s to pay for Ziply to lay their infrastructure!

As the HOA president, I am wondering if there is any way to get Ziply into the community for trusted reliable service?
