You can exit from R4 without paying!
Only for people who haven't been allotted any seat in R1,R2,R3 - If you are allotted seat for the first time in R4 you can reject and withdraw at the time of decision making

So everyone who isn't allotted anything till now you all can take risks if you have backup

What will happen if I don't report after getting seat in R4?
If they fine me and I don't pay what will they do with the nearest police station address also as it is against ugc rules can a complaint br done and will it help? (Asking just out of curiosity)
Edit: Everyone asking in my DMs if I'm gonna do this, NO I'll withdraw after R3 as I already got seat somewhere
