For Iran, its the Lutis. They popped up in the 18th and 19th centuries and their iconic look as per the picture comes from the Pahlavi period. They're honor-bound street champions, somewhere between a gang member, a neighborhood knight, a wrestler, a bouncer, a Robin Hood figure, and a local bully or extortionist. They're most prominent and exist in some parts of Tehran.

Their most significant political act was playing a major role in the overthrow of Mohammad Mossadegh in 1953 by organizing mass riots
