is there a way to reset bios without taking out the cmos battery and shorting the jumper pin? or wtv its called, im on a pc btw not a laptop

im on a 13$ budget, what should i get thats somewhat good

almost always at night (10pm-4am) i hear a loud noise coming from outside and it sound like someone blowing their nose, its pretty repeated, sometimes lasting for about 2 seconds, but usually only 0.5-1 seconds. ​​​When it happens once it usually happens atleast like 10 more times after, can anyone try to help me figure out what it is? also im in hungary, dunaujvaros if that changes/helps with anything​
