For my proctor can I choose someone who lives a few hours away? Does it have to be someone nearby? Or can I use a parent if we have different last names?

If I choose a second option RLC (CS) alongside my first choice one (bba), does that make my chances of getting my first choice lower? Also what are the RLCs for both those like? Single gender and how many roommates/restrooms?
