Swept trailer (help) question

They're supposed to have the trailers swept out of debris, but rarely is it ever. Is there anything I can do to not have the hazmat clean up trailer that wasn't cleaned up afterwards. I mean for real! two inches of dust from an 7 hour load duration is really messing with my sinuses right now. I work SVD bid combo / inside loader-unloaded / safety committee and pushing for RPCD as a seasoned driver

Seller suggested it's unc details, but I'm not 100% sure myself. The last coin I got from him and claimed details he was dead wrong and straight graded. It does have a mean bag mark on the obverse. 🤔🤔🤔 Your input is appreciated.
