State Legislators need a pause on any new housing legislation
Several Cities in Santa Clara County are writing to CA State Assembly Speaker of the House, Honorable Robert Rivas, respectfully requesting the leadership consider a temporary pause on the passage of any new housing legislation while the Legislature undertakes a comprehensive review of the significant body of housing laws enacted in recent years. Cities are asking to examine what is working and what is not within our existing statutory framework. Campbell’s Mayor Dan Furtado has signed to support this effort.

Write your State Senator and Assembly member
Ask for their support to pause any new housing legislation and to extend the implementation of SB79 until a comprehenisve review is completed.

PLEASE! ENOUGH IS ENOUGH!
We need quality affordable workforce housing
And
We need to preserve Campbell’s small town charm

Why a pause in new legislation?
It has been way too much, way too fast, with way too many unknown consequences.

Campbell embraced their 6thcycle Regional Housing Number Allocation (RHNA) of 2,977 new units by 2031. The City’s Housing element identified locations for 4,000 units. Campbell has a Pro-housing designation.

In the State passing the rapid fire of bills over the past years, SB9, SB10, SB330 and now SB 79, the State as said – oh, we really didn’t mean 2.977, you need to provide 40,409 units.

Campbell cannot handle doubling the population by 2031

I am not a NIMBY or a YIMBY, I am a MIMBY – Maybe in my backyard
Is it housing just for housing sake or is it quality affordable work force housing?
What are the impacts of all this housing?

What is Campbell’s Carrying Capacity?
What can our systems handle? When do we hit our capacity?
For example, all utilities supply lines have a capacity – what is the cost to double their capacity with double the population? I was on city council during the discussions of the 6th housing cycle. I sat in Valley Water meetings where all the cities were asking- where is all the water going to come from? They said, fear not, there will be enough water. A year later Valley Water told the same cities – Opps, we didn’t tell you what it is going to cost, we have to raise water rates, a lot.

Quality of life issues
You get a home, but….. you may not have much else
Schools need to re-open or still be built. Parks & Open Space – we already don’t provide enough.
Community Center - currently $42million in maintenance costs – we need a new facility. Public Services – how many more police and fire fighters will be needed? Campbell spent 8 years building a building that will now need to double in size. City hall is at capacity and is in serious need of repair. What about other City Services – more staff, more services. How is the City going to pay for all of this?

We are creating a new sub-class of people being told you can NOT have a car!
All these state housing regulations have a common theme – You low income people must take public transit to live in an affordable home.! You people get a house, but you can NOT have a car. Developers tell legislator’s providing parking costs too much. So, You low income people won’t have a place to park your car. You will be forced to take public transit. The State’s housing laws basically say - don’t worry the train comes on a regular frequent schedule.

But, there is NO legal nexus, no legal binding connection, that states VTA has to maintain a train schedule or even have the train stop, nothing mandating the bus line or the frequency of the stop. There is nothing that legally requires VTA to adhere to the promises of public transit that are used as justification for the massive housing. History speaks for itself. In 2000, due to the dot-com bust, VTA’s existing revenue sources declined and was forced to cut service and increase fares. In 2003 VTA contemplated service reductions to address its budget problems, instead, VTA changed routes.

What happens if VTA has budget cuts again and they provide only one morning and one evening train? Picture your morning where your kid can’t find their homework and you end up missing the train by 5 minutes, then what?
