I got this lamp a couple months ago and I’ve noticed some floating stuff that wasn’t there before. What is it and how do I fix it?

This guy has been hanging out in the wheel well for a day and a half now. I dropped some saffflower seed on the tire last night (either it or my other birds ate it). I offered water too but it’s scared. Is it too young to fly or injured? Should I try and have it euthanized, I don’t have any bird rehabbers near me
