Kid was hyperventilating?

Is this normal? My child age 8. Has been going to swimming classes for the past week and a half almost two weeks. Yesterday we arrived earlier to class to join the free swim time before their class. They started their class and I went to change my other child as I was finishing I got a call that I needed to come to the office fast. I was there as soon as they called me since I was in the room next door. I feel horrible now that I didn’t actually see what happened. My other child said it happened so fast they just took him inside. First on the ledge but then ended up taking him inside. When I got in the room they said they were going to give him oxygen a bit to calm down. The manager on site said he was most likely hyperventilating. My child said he panicked because he swallowed too much water through both his nose and mouth. I didn’t take him to er because he was fine right after. I think I will be taking him in today though because I’m so confused. He usually does get bad panic attacks but maybe it could be something else maybe too hot and too much pool time mixed all together.

DIY welded items?

A couple weeks ago a friend posted her friend promoting diy welded fruit pickers she made and I asked her how much she said she didn’t know but she would ask. She got hers as a gift. Some time passed and she ends up just giving me her info to dm her. Then the next she messages me that she started on it? W/e it’s cool but that it’s going to be $40. It’s just the head it’s all metal/steel idk not a welder. I think she said it’s interchangeable and has clamps so you can change the poles. Anyways is this a good price?

Low-income apartment building in Los Angeles and I’m trying to understand how this parking setup is legal or even approved in planning.

Timeline / setup:

When the building first opened, parking was assigned on a first-come, first-served basis. Residents were told to register vehicles and spots were given out based on that system.

There is also a large section of parking designated for retail businesses on the property. For several years (around 5 years), the upper parking area was basically used by residents without strict enforcement, so a lot of tenants relied on it.

More recently, enforcement became stricter and residents are no longer allowed to use that upper parking area. I understand enforcing rules, but nothing about the actual parking capacity changed to match how many people were already using it.

The building has roughly 70+ residential units but only about 50-ish resident parking spaces (not exact numbers, but close).

The retail parking also seems barely used most of the time. There are only a couple of small businesses, one is barely even active, and most of the time visitors just park on the street anyway because it’s easy access.

Current situation:

Because of how parking is allocated, not every unit has access to on-site parking. Some units appear to have multiple assigned spots, while others have none and are forced to park in surrounding neighborhoods.

My question:

Even if this is technically legal under LA zoning and planning rules, how does a setup like this get approved in the first place? Is this normal for low-income or mixed-use developments, or is this just really poor planning that ends up pushing parking issues into surrounding neighborhoods?

What’s a good pass for 2 adults and 3 kids? I was looking at the homeschool Tuesdays, but then I saw they also have annual passes and the summer pass. Is the Gold Pass worth it for this many people?

I also saw the new terms that were posted. So does that mean only one parent on the card can use it, or can each parent use it when the other isn’t there?
