How can I reject the confession of the person I like

Hi. I am a closeted 18F who is developing extreme internalized homophobia because of the homophobia of my family. There is a fellow classmate and friend that I like, and lo and behold a miracle happened and she likes me back. She confessed after some time. It was a simple, "I like you" while we were at our school dance. I didn't know what to say and just hugged her and kinda let the moment pass. I deeply regret that now because I should've said something right at that moment, but I was just genuinely shocked that she would actually confess (we both knew we like each other but it was sort of an unspoken thing). It has been four months since the confession and I still haven't given her a reply.

Here are the reasons. I am a complete non-confrontational person and am very anxious about confrontations. I like her very much and would've tried things out with her if it weren't for my fear of having a girlfriend because I know that we will later break up due to my family. I also have deep self-esteem issues and I think she would be better off with someone that could be proud to be with her and of the same status as her.

I feel my courage rising lately and I know I will send her a message soon of my rejection. But before that, I would like one advice on what to include in the message and how should I go about it. Help would be greatly appreciated by this helpless teenage girl. Thank you much.
