Should I level relic weapon to lvl 20 now or wait till I have FAS?

I ran out of FAS, but would like to try out one of the relic weapons max leveled.

Which of the following has better final stats?

FAS at lvl 1 first, then upgrade to lvl 20
upgrade to lvl 20 first, then FAS at lvl 20

Do both have the same final stats?

2 Irohas + another Iroha from bone picker

After failing to pull any limited characters with nearly 200 pulls, I picked Iroha from the bone picker, and straight went to Prishe's banner with my final 11 pulls.

Got another 2 Irohas. lmao

Does anyone know what is best bonus point for Iroha?
