What does "NC frei" actually mean for admissions in German public universities

Title: What does "NC frei" actually mean for admissions?

Hi everyone,

I've been researching German university programs and frequently come across the term "NC frei".

From what I've read, it means there is no Numerus Clausus (grade cutoff), but I'm still confused about how admissions work in practice.

Does NC frei mean that everyone who meets the formal admission requirements (school qualifications, language requirements, etc.) is automatically admitted? Or can applicants still be rejected because of limited places or a high number of applications?

I'd appreciate it if someone could explain what NC frei realistically means, especially for international applicants.
