Philo emerald king..?

I'm not overly familiar with the emerald line but I've had this in prop which was very clearly a mislabel from the seller (was sold as Mon Mayuna, the original plant did look very similar to a mon with fuzzy roots and non self-heading growth) but every prop I've done from this looks like a Philo with new a new growth point at every node.

I know it's not a queen because of that bushy growth but I don't really know the differences between ice and king.

So is this looking like an emerald king to you?

Neighbours retaining wall

We have not long bought this house and are now longing at options to make the garden secure for our cats (garden backs onto railway line and it's a very busy road out the front).

We have this gorgeous retaining wall which is on the neighbour's side but would like to fence on top to increase the height. We absolutely do not want to fully fence in front of it and hide it as it's such a lovely feature.

Some of it is has lots of mature shrubbery behind it on the neighbour's side but I'm assuming I would need to do the whole lot.

How does one go about this? Full posts on front on our side? I'd like the fence panels themselves to sit on top on the wall if possible so it sits flush but I think this is going to need agreement with the neighbours I'm assuming?

The wall is also heavily damaged with part falling away right at the back end (sorry don't have a photo) and the previous owner of our house has put up loads of random full panels of fence running the entire length of the garden.

We're UK based!
