Looking for someone to teach me how to make an app

I am pretty advanced with Python, I use it for datascience, I have some familiarity with neural networks. I don't know how to actually make a functional app that could be in an app store. Is there anyone who would teach me? I have some experience with Rust and I do not want to use C#.

In my spare time, I research

and I have an undergraduate degree in philosophy and psychology.
