How the game's event sequence works

Does anyone know how the game's event sequence works? Specifically, what triggers the arrival of the second faction?

I’ve noticed that the second faction usually appears around week 40–50, sometimes around week 70, while the Menders almost always show up around week 120.

When I enact "Expedition Support" as my second law, the associated event usually triggers 10 weeks later, though sometimes it doesn't appear at all.

I play by rushing the Utopia trees, abusing emergency council sessions, having a low trust and high tension on Captain difficulty with 5 tales.

My new city blocks for quality resources. 1-way rails.

I like this rough draft much more than the previous one. This city block isn't compact, but I think it's quite elegant. Now the city block has 1-way rails.

I haven't placed signals or created circuit networks yet. I'll do that tomorrow.

"Stackers" have been added, and there's space for second trains right behind the stations.

Again, each city block has five stations for the output of resources of varying quality and five stations for the input of resources, ensuring symmetry. The stations are designed for a train consisting of a locomotive and two cars.

One mega-block includes four city blocks, each measuring 48 x 144.

I think some resource production could be combined in a single city block.

Please give me suggestions for improvement.

I don't like the standard large city blocks because of the huge amount of wasted space. So I decided to create something compact.

One mega city block contains four city blocks, each 48 x 96.

Each city block has five output stations for the output of resources of varying quality and five input stations for symmetry. The stations are designed for a train consisting of a locomotive and two cars.

Intersections are celtic knots.

I'd like to hear your opinion on my city blocks. Please give me some tips for improvement.

I'm not very happy with the resulting intersections. I'd be especially grateful if you could suggest better intersections and ways that are similarly compact.

How can I avoid death in Breach of Trust?

When I capture the city of Aurora on Captain difficulty, the rebels there inevitably kill my people. It is impossible to suppress the rebels before their initial attack, during which they kill my people.

I meant he deaths after the capture of Aurora - when rebels in the city kill my people in the Aurora districts. The deaths of soldiers during the war do not bother me, since they are not included in the count.
