Riding on a donut for over a year

I know someone who has been riding on a donut for over a year now. We've all told them it's a stupid fucking idea but they like to brag about how much use they've gotten out of the tire (probably driven 5,000 miles on it by now with their commute). To make this story sadder (or funnier), another one of their tires has been flat for several months. They've been filling it up every 2-3 days with an electric pump which they sometimes forget to charge, so they take an Uber to work on those days. Now that tire has gotten to the point where it needs to be filled every day (it's flat by the time work ends). With all the effort put into keeping the tire inflated and money spent on Ubers, they could have replaced all 4 tires by now.

It never ceases to amaze me how much work people put into being lazy (and fucking with their lives).

Replacement of Foreign-made Good Abroad

Hello all, I'm trying to determine - if a foreign-made good exported the US for repair, but then was replaced with a new unit and is coming back to the US, will it qualify for duty-free entry or will it need to be entered as dutiable under Chapter 1-97?

I can't find any regulation or anything clearly stating this.

When importing goods that will be manufactured, then re-exported, under 9813.00.05, is there anything that must be done ahead of time regarding reporting this to CBP? I have heard that a complete accounting of how the product will be used, how it will be transformed and how much waste there will be must be presented to CBP before shipment enters the US, but I can't find anything in 19 CFR or anywhere else regarding this procedure.
