The rating system NEEDS to be fixed
Seriously though, like 95% of rate-worthy levels never end up getting rated, hell, even sent. The only way for your level to be found is to beg in moderator streams for weeks. It's clear this needs to be changed, so that any good level can get rated.
I will propose an idea [though it doesn't have to be used, the rating system just needs to be fixed].
A tier below Moderator could be put into the game, which will be something like Sender. The GD Discord will find about 2,000 of these people. Their job is to look through a special tab only they can access, showing the most recent 50,000 levels. Any levels that fall off are added to another special tab, showing the stockpile of levels that haven't been checked yet. The goal of these people is to look through all of the levels, and send the ones that are somewhat rate-worthy. Then, moderators, elder moderators, or a new special tier like Rater can look through the tab of sent levels, and rate them! There will be around 30 of these people.
Also, for the Senders, each of them will be assigned a certain batch of levels in the current recent list, or in the stockpile, to go and check for rate-worthy levels.
I believe a concept like this, with a little bit of fine-tuning, would fix the issue.
But that concept doesn't have to be used, because the main issue is the current rating system.
Also, you may say that the current system is good, because the chance makes it way cooler to get rated... yeah, the problem with that is that currently, you have to either be popular or wait in mod streams for 3 months. Otherwise, tough luck, buddy.
