Releasing pigeons discussion

to people who would pick up an injured pigeon and drop to a rehabilitation center, do you think they care to release the pigeon after healing to its original area?
i am wondering about this as i have seen some cases where the rehabilitation centre never cared about the original spot where i have found the pigeon, this makes me feel guilty as i know how pigeon are attached to partners and live safely within their own flock ...

advice on releasing pigeon

hey everyone i am facing a new strange situation where i helped this special pigeon who was suffering a lot from very bad old string foot.
he ( mostly is He) had already lost most toes and left with 1 toe only . otherwise can fly and healthy.
i have tried to release him in a nice park but he didn't even try to leave the box🤕 at home he seems so content and relaxed But unfortunately i can't keep him i am not allowed to at this very small place and it kills me that he is only in the bathroom .
i was thinking to take him few days spend few hours inside the carrier watching the flock then try to let him fly .
i am so confused and sad as i feel he really wants to be a home pet !!!
any advice please 🙏
