From a roleplay perspective, if you're not a syndicate agent are you supposed to know that there are or could be saboteurs? If you already know there are syndicate agents would you know anything about how they operate e.g. syndicate items and how they work or the fact that they use code words?

Governor's have the ability to construct a Statue of the Underworld and it says it "can only be cast in settlements and former settlements." I haven't found a single place where this is valid. I've tried constructing one at both house ruins and ruined ports.

Where are you supposed to construct one?
