Multiple B1/B2 and J1 visa refusals for a medical doctor

Hi, I hope you are doing well. I am an International Medical Graduate from Pakistan. I have 2 B1/B2 refusals on the basis of medical observerships and 1 J1 research scholar visa refusal for a research training position in the past 1.25 year. All were on the basis of section 214b. I am done with my USMLE Step 1 and 2 and am ECFMG Certified but am unable to progress further in this journey due to lack of USCE. I want to know if it is still possible to get a B1/B2 visa if I reapply for my USMLE Step 3 and observerships. I want to know some real stories that a visa approval is still possible after multiple prior rejections. Your experiences might either give me hope to continue this journey or reinforce the idea that I should leave this residency dream. For context: I have 2 siblings living in the US but none of them is a citizen, both have valid status and have never violated US immigration laws.
