How am I supposed to solve this? No guess mode and no idea for the next move. Light tile is the hint, but I don't know what, mine or blank. But anyway interesting the solution despite the hint

Is anyone else experiencing this issue? I registered a long time ago. I was blocked just as long ago, and I don't know why. My account is empty; there's no reason for the block. I've appealed the block numerous times, but each time I get an automatic reply to my Gmail, and nothing happens. All the restrictions remain. I can't do anything with my account because of the block, and the appeal isn't working. What should I do to unblock my account?
