Not sure what this card is worth

I have a 1996 Upper Deck foil Dennis Scott card. I know he was never an incredible player but the weird thing is that it doesn't have a card number or identifier anywhere. Just wondering if anyone has run into this at all.

Sorry if the quality of the photo is off but the front and back of the card are foil so the reflection is weird.

Card reconditioning

I heard there is such a thing as card reconditioning which can help boost the grade. Has anyone here ever tried it? Were you happy with the results?

I have some old cards from the mid 90's and some high value ones have very minor edge or corner issues. I have never sent a card for grading so I'm not sure how strict the grading process is.

Just found some old high value cards

Hey, new to this sub and had a question about reconditioning cards. So back around '95 when I was a teenager, my dad used to buy boxes of packs of basketball cards. I have just recently gone through some of them and found a few high dollar cards. Some are most definitely worth getting graded but have some very minor damage on edges or corners.

I have never had anything graded before so I dont know how strict the process is. I have heard that card reconditioning is a thing to try to bump your grade up. It seems a little sketchy to me though.

Has anyone ever done this process? Does it really work, in that it will generally bump up the grade? Is it worth it?

New to the area

So I just moved here from VA and I noticed something that I haven't seen before. I was wondering if someone could tell me why. I have noticed that a lot of the roads have clumps of dried concrete just randomly on them. Is SC really bad at fixing potholes or are the regulations on construction vehicles pretty lax? Also, what's up with all the small black numbered signs about street signs? Are those just state road designations?
