The electrician said this is normal because the apartment is supplied with biphasic electricity.

Hello. Please pardon the naïveté. We recently had a kitchen renovation. We live in Europe in a 170 year old building which we’ve been told is supplied with biphasic electric. The kitchen electricity was all redone. Our brand new combi-boiler died after 3 months, “fried” electrical panel. The electrician insists the hot to ground reading of 138 is normal because of the electric being biphase. Also that the illumination of three lights on the socket tester is normal. I do not want our other new appliances to crap the bed also.
