Did the Mayor manipulate the Proxies without anyone realizing it?

The Mayor studied Carol's implants, which prevented the Proxies from entering the Hollows. Perhaps they were a safeguard to keep them from absorbing too much Ether energy and awakening the entity sleeping within them. However, the Mayor chose to remove that limitation, allowing the Proxies to enter the Hollows, absorb Ether energy, and awaken the entity inside them. He likely did this in pursuit of greater power, just as he orchestrated the events that led YSG to become a Void Hunter. He even apologizes to an old friend, acknowledging that what he is doing is morally wrong.
