ROM hacking a Pokemon mini?

I want to make a ROM hack for the Pokémon mini for my tiny region with 4 gyms but I dont know where to start (im so shit with electronics I messed up modding my 3ds) but I would really really love to bring my pokemon region to life on such a small consile! Do you guys have help?

I spilled apple juice on it when young :/

Finished my first ever game (yes I know I'm impatient) +need a wee bit of help

Why are the level jumps so high? My team consists of roughly lvl 55 pokemon and all of the new pokemon are like, lvl 65! And then on victory road there like lvl 40 where should I go? Am I going to far?
