Is anyone else's worksite getting morale wrecked by retire/rehire?

The legislature modified the language of the law during COVID to make it so people could retire in PERS, but be rehired fulltime back into their position. This has spread like wildfire at my worksite and all the 20+ year staff are milking the fuck out of it. Many people, myself included, feel like our career progression is stalling because these people are camping out in their senior positions instead of retiring. The last few rounds of promotions wound up just being formalities so the retirees could be rehired back into their current positions. This is decimating morale and I'm seeing many of my hardworking peers who keep getting conned by these fake promotional interviews give up, and relegate themselves to doing the bare minimum because it seems like the hiring process for these advanced opportunities is simply a "check the box" for the retire/rehires. Why bother going the extra mile to be a standout employee if you aren't going to be able to move up?

I brought this up at a union meeting like a year ago and our local president said that DAS was requiring all worksites within our department to have a unified policy. I have yet to find any documentation to support that claim. Having talked to some people at other worksites within my department I'm starting to think this may be false, but I'm still working on gathering information. If that was a lie from our president for their own benefit (who is now retire/rehired), I will definitely be looking at what processes we have to hold them accountable.

I made this post partly to vent and partly to seek advice. Is anybody else having this issue where they work?

Durability of the Instinct? New to Garmin Watches.

I've been a G-Shock guy for 15+ years. I wore them in the military and I wear them now as a corrections officer. I've heard of the Garmin Instinct but never knew much about it beyond the fact it had GPS and all that. I was working with a co-worker the other day who had one and he was showing me some of the stuff the watch can do. Needless to say it has piqued my interest.

I was curious about the durability of the Instinct watches? I've worn G-Shocks for years because of their bullet proof reliability. Working in a prison there is a potential the watch could get slammed into a concrete wall or metal table while in a fight with an inmate. I've never had a second thought of my G-Shock would withstand a use of force on an inmate. Are they durable enough to withstand those types of high impacts? How would you rate the durability compared to a G-Shock?

Additionally, I see can snag an Instinct 2 on Amazon for substantially less than the current 3. Does the 3 offer more features that you think make it worth it over the 2? The most convenient features for me (besides time keeping) will be solar power, tracking my heart rate + daily steps, and *maybe* GPS for the few times a year I go hiking. Things like smart pay and messaging aren't a terribly high priority for me.

Apparently the Canadian federal prison system has a couple "day in the life" videos on their YouTube. They seem pretty well made and its interesting to see how it works up there.
