In case you were wondering, you are correct. Lirens don't really worry about "consequences" too often. Those are future-Liren problems. As far as a Liren is concerned, as long as they're still swimming, the world is their oyster.

Welcome to Higgins! A low-tech planet of the Spin (Outer reaches) of the galaxy. With the only Conglomerate Embassy in the sector and at the end of the Wormring lanes, Higgins is the very edge of civilization. What does this mean? It means the long arm of the law has a hard time scratching the itch that is Higgins.

That means Higgins is often left to its own devices for the local authorities to regulate what's happening in the sector. As you can imagine, this means there are several cracks in the Conglomerate's vision of what happens on this backwater dustball.
