Ive seen the same two accounts play together several times!!!!! They always play capitals and use each other's capitals to block for each other. Its allows alliances turned off. I report them every time and nothing happens.

I agreed to meet someone 30 mins away one way. So a total of 1 hour total driving for me. They no showed, no texted. While waiting I messaged them to see if they were still on their way. They looked at the message and ignored it. No response at all. I want to give them a bad review but dont want them to retaliate and mess up my rating for something they did wrong. So can I rate them and delete the listing so they cant rate me back?
