Difference between Moscow Musketeers and Standard Musketeers?

Even though Moscow Musketeers can only be recruited from a drill school and are more expensive, they have worse melee and the slightest firepower improvement, is there something I'm missing?

Starter issue

My car isn't the one in the video but the noise is very similar when starting, a sort of zinging or chain-dragging whizzing sound with a metal echo at the end. My car starts fine I'm just worried the flywheel could get ruined. If anyone could diagnose the issue I'd really appreciate it.
