This 3yr old peninsula map seed still works!

I posted this seed 3 years ago (https://www.reddit.com/r/FarthestFrontier/s/YHda9IehIs) and decided to see whether it still works - if anything, it's even better now. There are only 2 access points - the northern one is wide but has a hill giving a good vantage point for towers, while the south is a double choke-point. There's also far more room for a decent-sized town. Downsides: only a medium map, and most of it is covered in water.

[England] Neighbour is denying installation of heat pump as they own the shared access alley

I own a listed property which has access to the back door via a shared alley, which is owned by the neighbour (also listed). I want to get a heat pump installed and this alley is the only viable place to install the pump. I spoke to the wife and she said basically, "It's part of your house, so I'd be OK with it." When I informed the husband however (I told him an engineer was coming around to do a survey) he flat out refused me permission. Do I have any legal recourse?

My thinking is, as the wife pointed out, that the pump would form an essential part of my property and therefore be exempt. I understand that there are also obstruction and noise concerns - the pump unit would stick out quite a bit, but the same neighbour also has large plant pots along the alley that restrict access almost as much.
