Most underrated City Pop artist in your opinion? I'll go first: Kei Ishiguro

Her album Yokohama Ragtime is nothing short of brilliant! I really recommend everyone to give it a listen. She was very active from 1978-1989, releasing a ton of albums during that time, many of them being fantastic.

I've seen her referred to as both Kei Ishiguro and Kay Ishiguro, and I don't know which one is more correct ;-;

So, who is, in your opinion, the most underrated City Pop artist?
