Does God has conscious will or not

In the conception of Plotinus, the universe emanates from God, and the universe is not conceived as having been created as an act or decision. In the conception of Plotinus, then, does God has conscious will or not? Can God decide things like to create the universe or not?

As a deist, do you believe that God is personal, has conscious will, is intelligent, and is a creator? Or do you deny those traits as anthropomorphisms? God is more like an impersonal force that does not “create” but the universe flows from God?
