Friend who is optimum employee

Hey everyone, I am coming to you all for some advice! My friend is a door to door salesman for optimum and was recently placed on unpaid administrative leave, pending the internal investigation.
He was paying customers $25 pay in advance to help drive sales for himself. The question of ethical sales is neither here nor there but is it legal to withhold previous months pay & commission with no clear path on whether he has a job or not?

Any and all advice is welcome. Just feels reaaaaaaaal shady.

First one!

Going to rock the silver dial until I get it serviced in a few weeks and may change to a white one. Thoughts?
