When can we have a bubududu Collab. I am dg40 and pure f2p but if they have this Collab I will max out my credit cards, sell my house and car and go all in on the Gacha.

I joined a rainbow watering group. Everyday someone will pop a bouquet and we go around watering each others flowers.

When someone has the rainbow buff, there is a chance of rainbow Powder applied to a flower that the person is watering.

My question is, if my flower is fully watered but does not have the rainbow Powder, and someone with rainbow buff waters it, is there still a chance for rainbow Powder to be applied?
