I got my driving license renewal "invitation" and it says 「更新期間 ８月12日から 8月14日まで」so I scaned the QR code today (11th) and tied to make a reservation within that period of time but it was all full so I made it for 2 weeks from today

The thing I don't understand is... if I need to make a reservation, and the reservation can be made any day, what is the 更新期間 (renewal period) for ? Like, can I go without reservation any of those days and do my renewal ? Or what is that period for ?

I think it is different in each prefecture ( this is my first time renewing, so idk) but my birthday is next month and I have yet to receive my "invitation" for renewal.

Is Nagoya city just 1 month prior to the birthday ?

I'm think of using Yuucho bank (ゆうちょ銀行) NISA account for Tsumitate NISA.

The maximum investment is 1.2 million, so no more than 100,000円 a month, I'll only use 30,000, so it should be all right (?)

I can invest a total of 18 million without being taxed in my whole life (tied to me, not to the account )

I remember there was a 5 year rule or something before, but I couldn't find anything about it no more, is that no longer the case ? In that case, can I just retire my money whenever I want ? after 3, 6, or 10 years?

Since I am supposed to add money to the account monthly, is there a penalization if I fail to do so ? Like when I want to retire my money, I just do so, or are there like specific timings when I can withdraw my gains?

Lastly, I was looking for a "japanese treasury bonds" or government bonds, but what would be the closest thing for japan?

I went to 8 different combines and 2 donkis and no one has it, the last combini I went I asked the staff and was told to use a non-combutuble garbage and just attach a note "combustible garbage" to it, then he tried to explain something about "end of the month" and "next month something okay" couldn't understand well enough.

Are they being discontinued or something I should know?

I'm moving in 2 days, I have a few spray bottles I am trying to dispose of, compressed air, hair spray, bug spray. Being the last two the main problem, I already emptied half a can of hair spray at the balcony facing the corner, not adjacent to the neighbors apartment, but my living room now smells like a hair salon, I might be able to get rid of the remaining half the same way but I don't see myself doing the same with the bug spray.
