[Request] How hot does a sunbeam have to be to free Gotham from Mr Freeze?

Watched Batman and Robin earlier today and was wondering how hot the beams of light had to be to melt all the ice and if people could actually survive getting hit by it.

Things to consider - they had 11 minutes to melt the ice before people died, but took them to the last minute to do it. So the ice was melted in less than 1 minute. Also not sure how cold Mr Freeze's ice is, I assume very cold since it completely freezes things in seconds.

Edit: just to clarify, the beams of light are satellites focusing the sun rays

Which looks better?

The basic idea of this build is a giant shield that was converted into a city. I wanted to add spikes on the shield to add more flavor but kinda winging it on design for them.
