Layoffs and WFH policies

If I am applying for jobs at SF city and county,

  1. How do I differentiate between jobs that are at risk and might not exist versus jobs that are secure and won’t leave me fearing that I’ll be laid off? I need job security more than anything (evenmore than the pay). Is there a way to know that a job announcement is for a job that will exist and is non-risk?
  2. I see jobs that require more time in the office than at home (four days in office, one day at home). I have a child to consider and would prefer jobs similar to my current one, where I go in the office one day a week and work from home the other four days (so exact opposite of SF city and county jobs Lol). How strict is the policy around WFH?

Cafe + view + proper WiFi on weekends

Please anyone who has worked on weekends in San Francisco, I am very behind on work. I am in San Francisco this week and need a cafe with preferably a pretty view of San Francisco and most importantly very good WiFi. I will not be there all day. However I require simply a few hours of WiFi as I want to be respectful of the cafe and do not know if it looks rude to stay for too much time. By the way noise and crowds/ tons of people will not matter as I will be bringing my earbuds with me. Thank you all for any suggestions in advance.
