weight painting influencing random parts of my mesh?

no matter how many times i clean up the weight painting, it always decides to seemingly repaint random parts of my mesh. I dont know why its happening.

weight painted my mesh but still not moving in pose mode?

i parented my bones to my model, painted all the weights, yet its still not affecting the model. How do i fix it?

how exactly would i go about giving him clothes?

I modelled and textured this guy today but i want to give him clothing. I modelled the collar, sleeves, and pant legs, but i dont know where to go from here. I tried unwrapping it but it just messed up the painting

Took “free roam” too literally again. Shame her!

She crawled under the tv stand and ate lint. I had to lure her out with a blackberry if you couldn’t tell. I have a vet lined up in case of a URI because of her dumbassery
