Need to escalate things and cc their boss so that they can finally do their job. Will file complaint after I get rid of them.

I was in a large public school which is in midwest, administrative people are good and at least can answer questions.
Now I’m in DC’s private school but admin ppl are just working so slow, not responding, and won’t take any responsibility, all their emails are trying to avoid their legal liabilities.
I post this bc I was communicating with a department about one request and following questions. They are not answering my questions and out of patience, even threw back web screenshots and wanted to making me looks stupid and did not do my work after I asked following questions only twice. They are forcing me to cc superior ppl, idk if this is what they want.
This kind of things also happens to my current classmates. I’m so confused, I thought private school should be richer and their admin can be more responsible.
