Servants AI stuck on endless loop bug?
So I'm currently playing the Academy, Broken Earth start, no mods. While I was busy in Eurasia, the Servants took over most of North America, so I decided it was time to kick them out. The first thing I noticed was that none of their control points were defended. Strange, but good for me. I started stirring up unrest in their countries, still no response from the servants. They didn't use "Stabilize Nation" or anything. At some point I decided to get a mole in their ranks. Turned one to my side, and what do I see: all 5 of their councilors are sitting at Alaska, 4 of them constantly inspire the 5th one, and the 5th dude constantly investigates the other 4 on random. They keep doing this indefinitely, not going anywhere. I suspect this started way before I got the mole, which would explain why their CPs were left undefended. Is there a way to "unbreak" their AI? I could try assassination but I don't want to anger the ayys just yet.
