Not a legendary start England were to the north of it too so if they settled here and spammed ships I would've struggled.

Would Hiyuki or Phrolova be a better pull
Hi, fairly new player who just returned during the anniversary. The only 5 stars I have are Shorekeeper and Encore who had my only 5 star weapon (string master).
I can get to 80 pulls before the end of Hiyukis banner and I'm tempted to try but would Phrolova be a better pick given that I have no havoc characters and she is still strong for whimpering wastes? My main worry is she gets power crept soon or is only useful with certain team mates I don't have.
